Requires the Department of Arkansas State Police to use Motorcycle Safety Foundation training and testing materials (supplemented with state laws) for motorcycle operator's license examinations instead of prescribing their own examination.

Waives the motorcycle road test for applicants who successfully complete the Motorcycle Safety Foundation's "Riding and Street Skills" course or successor curriculum within 90 days of license application.

Mandates that driver's education instruction manuals and public school motorcycle courses use Motorcycle Safety Foundation materials and include safety issues related to sharing the road with motorcycles.

Requires driver's license written tests to include questions about safety issues related to sharing the roadway with motorcycles.

Adds the cost of Motorcycle Safety Foundation materials to the motorcycle and driver's license application fees.
