Adds definition of "public transportation" as conveyance of human passengers by bus, van, or ground vehicle provided to the general public or selected groups on a regular basis and operated by or under contract with a city or county.

Allows counties to use up to 20% of highway revenues received for public transportation purposes, in addition to maintenance and construction of roads and bridges.

Increases public transportation funding cap for cities with populations over 50,000 from 10% to 20% of annual highway revenues received.

Permits all other cities to use up to 20% of highway revenues for public transportation.

Updates multiple Arkansas Code sections (§ 27-70-207, § 27-64-203, § 27-64-206, § 27-64-211, § 27-64-405, § 27-64-410) to reflect the public transportation definition and funding changes throughout highway revenue distribution and financing statutes.
