Increases prison sentences for repeat DWI offenders: second offense requires minimum 7 days to 1 year imprisonment; third offense requires minimum 1 year to 6 years (classified as felony); fourth offense classified as Class C felony; fifth or subsequent offense classified as Class B felony.

Enhances penalties when a passenger under 16 years old is present in the vehicle, allowing courts to add additional sentence time (6 months for third offense, 1 year for fourth offense, 3 years for fifth or subsequent offense).

Allows vehicle forfeiture upon conviction for a second or subsequent DWI offense occurring within 3 years of a prior offense, or for driving on a suspended license due to DWI, with title forfeited to the state.

Increases fines for repeat DWI offenses: fourth offense requires $1,500-$10,000 fine; fifth or subsequent offense requires $3,000-$15,000 fine, in addition to Class C and Class B felony fines respectively.

Makes driving on a suspended or revoked license due to DWI a mandatory 10-day imprisonment offense with potential vehicle seizure, and allows vehicle forfeiture for this violation under the same conditions as DWI repeat offenses.
