Amends Arkansas Code § 23-63-503 to revise definitions in the Insurance Holding Company Regulatory Act, including clarifications to terms such as "affiliate," "control," "person," "security holder," "subsidiary," and "voting security"

Repeals Arkansas Code § 23-63-504 (Applicability section) which previously exempted domestic insurers and domestic holding company systems doing business solely in Arkansas and not affiliated with foreign or alien insurers from the regulatory requirements

Modifies Arkansas Code § 23-63-514(a) to add a gross premium threshold of $7,000,000 for the exemption of domestic insurers or domestic holding company systems authorized and doing business solely within Arkansas and not affiliated with foreign or alien insurers

Adds new subsection (l) to Arkansas Code § 23-63-514 clarifying that registration requirements apply to domestic and foreign insurers or insurance holding company systems consistent with definitions in § 23-63-503
