Amends Arkansas Code § 19-5-302(5) to correct the name of the Department of Arkansas Economic Development Commission Fund Account by removing "Department of" from the account title.

Modifies Arkansas Code § 19-5-303(ee)(3) to remove references to the Quapaw Technical Institute Fund Account from the National Park Community College Fund composition.

Renames the "Department of Workforce Education" to "Department of Workforce Career Education" and the "Mental Health Services Fund Account" to "Behavioral Health Services Fund Account" throughout multiple sections of the Revenue Stabilization Law for clarity and accuracy.

Establishes transition provisions ensuring that funds appropriated by the Eighty-Eighth General Assembly from the old fund account names are deemed payable from the new fund account names.

Declares an emergency clause with an effective date of July 1, 2011, to ensure changes take effect at the beginning of the fiscal year.
