AR HB1826

Repeals Arkansas Code Title 21, Chapter 5, Subchapter 3 in its entirety, which established the framework for supplemental personal services positions in state agencies.

Eliminates the authorization for up to 300 total supplemental emergency personal services positions across state government (200 for Executive Department, 50 for Legislative Department, 50 for Judicial Department).

Removes procedures requiring state agencies to request and justify supplemental personal services positions through their respective department heads and oversight bodies.

Eliminates requirements for the Chief Fiscal Officer to report quarterly to the Legislative Council on approved supplemental personal services requests and to promulgate related rules and regulations.

Nullifies provisions allowing the Chief Fiscal Officer to transfer appropriations between line items within agency budgets to fund supplemental emergency personal services positions and salaries.
