Amends Arkansas Code § 18-46-114 to require practitioners, nurses, hospitals, and ambulance service providers to file a written lien release with the county clerk and forward a copy to the responsible party when a lien has been satisfied or waived.

Changes the compliance deadline from five (5) days to thirty (30) days after a lien has been satisfied or waived for filing the release.

Makes providers liable to the responsible party for any injury or damage resulting from refusal or failure to file the written lien release.

Establishes a mandatory penalty of twenty-five dollars ($25.00) that must be forfeited to the responsible party for failure to comply, recoverable through either an action for damages or a civil action before a justice of the peace.
