AR HB1844

Repeals existing sections 6-13-1405 and 6-13-1406 governing school board formation after annexation or consolidation.

Adds new sections 6-13-1415, 6-13-1416, and 6-13-1417 establishing separate procedures for involuntary consolidations/annexations (state board initiated), voluntary petitions (district initiated), and permanent board formation.

Establishes June 1 effective date for involuntary actions and allows state board to prescribe interim board composition based on affected districts' student population proportions (5-7 members).

For voluntary consolidations/annexations, allows school districts to enter written agreements prescribing effective dates (June 1 default), interim board structure, and permanent board formation, subject to state board approval.

Requires filing of consolidation/annexation orders with county clerks, Secretary of State, and Arkansas Geographic Information Office, including digital maps of district boundaries in prescribed format.
