Amends Arkansas Code § 27-15-2204 to require purchasers of assembled vehicles without titles to obtain title only through the bonded title process under § 27-14-409(c).

Purchasers must file a bond equal to 1.5 times the vehicle's value, as determined by the Office of Motor Vehicle, to obtain title to an assembled vehicle purchased from a collector.

Allows collectors who assemble vehicles from various parts to obtain titles by providing notarized bills of sale indicating the engine and body sources and their identification or serial numbers.

Amends Arkansas Code § 27-15-2208 to clarify that sales or legal transfers of assembled motor vehicles need not be contingent on the vehicle being in operating condition at the time of sale.
