State Highway Commission shall issue special written harvest permits for vehicles hauling unfinished agricultural commodities on state highways under its jurisdiction

Permit applications may be submitted in person, in writing, by telephone, or by electronic communication and must include applicant name, employer, business address, commodity type, and a $200 fee

Permitted vehicles must have at least 5 axles, carry no more than 20,000 pounds per axle, and haul loads not exceeding 90,000 pounds total with a 5% variance allowance

Vehicles with harvest permits may only travel on secondary highways, roads, and streets (not interstate highways), and each commodity producer may obtain a maximum of 5 permits valid only from August 15 through December 1

Overweight vehicles hauling unfinished commodities without a harvest permit are subject to penalties under existing law, and the provision does not affect exemptions for vehicles used solely for normal farm purposes
