Repeals Arkansas Code § 14-56-103, which previously governed development impact fees imposed by municipalities and municipal service agencies.

Eliminates the statutory authority for municipalities and municipal service agencies to assess development impact fees on new residential, multifamily, commercial, or industrial development.

Removes provisions that allowed fees to offset costs for providing public facilities such as water systems, wastewater treatment, roads, libraries, parks, police, fire protection, and emergency services to new development.

Nullifies requirements for municipalities to adopt capital plans, level of service standards, and impact fee ordinances before collecting such fees.

Eliminates protections for developers and property owners, including refund provisions for unexpended fees after seven years and requirements for separate accounting of collected fees.
