Amends Arkansas Code § 6-61-520(b) to modify election procedures for local boards of community colleges

Community college board members continue to serve 6-year terms elected by qualified electors at the general election immediately preceding term expiration, taking office January 1 following election

Allows elections to be held at annual school elections for community college districts composed solely of one or more entire school districts with boundaries contiguous to the county where the college is located

Permits local boards to request that the county board of election commissioners conduct elections by absentee ballot and early voting only, with no polling places open on election day

Requires community colleges to reimburse counties for election costs when conducted by absentee ballot and early voting only, with expenses paid from general operation funds under § 6-61-601
