Requires all advertisements for gambling activities published or broadcast in Arkansas to include a toll-free helpline telephone number providing information and referral services for compulsive gambling disorders.

Specifies display requirements: printed/written/graphic/Internet ads must show the number in at least 8-point type in a clear and conspicuous manner; television ads must display it clearly and keep it on screen for at least 3 seconds; radio ads must state it clearly and understandably.

Defines "gambling activity" to include casino gambling, horse racing, greyhound racing, electronic games of skill, Arkansas Scholarship Lottery lotteries, and out-of-state lotteries advertising in Arkansas.

Requires the Department of Human Services to provide and maintain a toll-free helpline number as part of compulsive gambling disorder treatment and educational programs.

Requires the Arkansas Lottery Commission to fund at least $200,000 annually for compulsive gambling disorder treatment and educational programs, in coordination with the Department of Human Services.
