Changes federal tax refund interception authority from Public Law 110-328 to Public Law 111-291 for persons owing repayment due to fraud findings.

Extends the stabilization tax collection period for the Department of Workforce Services Training Trust Fund and Unemployment Insurance Administration Fund from June 30, 2011, to June 30, 2015, each capped at $2,500,000 annually.

Declares an emergency to ensure prompt determination of unemployment benefit claims and continued provision of benefits to eligible persons.
