Requires each Arkansas school district to include in its student discipline policies a provision prohibiting students from wearing clothing that exposes underwear or body parts in an indecent manner that disrupts the learning environment while on school grounds during the regular school day

Mandates that school districts specify the disciplinary actions that will be taken against students who violate the clothing prohibition

Prohibits enforcement of the clothing policy in a manner that discriminates against students on the basis of race, color, religion, sex, disability, or national origin

Bases legislative intent on findings that indecent clothing distracts students from education and that student competition over clothing could lead to violence and injuries during school hours
