Amends the definition of "contractor" to include residential building contractors that construct five (5) or more single-family residences in a single year, placing them under Contractors Licensing Board jurisdiction.

Changes the definition of "residential building contractor" from contractors managing "no more than four (4)" single-family residences to those managing "no more than four (4)" residences, with contractors building five or more now requiring licensing.

Adds new Arkansas Code § 17-25-515 requiring residential building contractors that construct five (5) or more single-family residences in a single year to be licensed with the Contractors Licensing Board.

Maintains existing exemptions for single-family residence construction under $20,000 and for persons constructing their own property, except for the new five-residence threshold.

Clarifies that materials purchased by prime contractors and property owners in certain subcontract categories (wood framing, shingle roofing, painting, floor covering, concrete labor) are not counted toward licensing thresholds.
