Amends Arkansas Code § 8-10-302 to reduce the consent threshold for constructing motor vehicle racing facilities from 75% to 38% of property owners and registered voters within 3 miles of the proposed facility.

Requires consent to be obtained through signed petitions filed with city or county clerks, with signatures verified and becoming invalid after 60 days.

Repeals Arkansas Code § 8-10-303, which previously required an annual permit from the Arkansas Department of Environmental Quality for motor vehicle racing facilities.

Eliminates the requirement for public hearings and detailed permit applications that were previously mandated for initial facility construction and annual renewals.
