Prohibits state-owned, county-owned, and city-owned hospitals, clinics, and health facilities from providing, inducing, performing, or permitting abortions except when necessary to avert the death of the woman.

Prohibits state-owned and local government health facilities from leasing, selling, or subleasing their facilities to physicians or health facilities for abortion services, except when necessary to avert the woman's death.

Prohibits state-owned and local government health facilities from providing counseling or referral services for abortions.

Prohibits state-owned and local government health facilities from entering into contracts with physicians or health facilities that agree to provide, induce, or perform abortions, except when necessary to avert the woman's death.

Allows state-owned and local government health facilities to continue providing treatment for post-abortion complications.
