Amends Arkansas Code § 12-12-1001 to add and reorganize definitions related to criminal history information, including new definitions for "elected official," "school district board of directors," and "sealed or expunged"

Authorizes the Identification Bureau of the Department of Arkansas State Police to release criminal history information for elected officials, candidates for elected office, and agency directors upon request without consent

Limits criminal history information disclosure to convictions within the state and pending felony charges within three years, excluding pardoned, sealed, or expunged records

Establishes a fee cap of $25 plus actual reproduction costs for criminal history information requests, with documentation requirements effective January 1, 2012

Requires the Identification Bureau to maintain a record of all persons requesting criminal history information under these new provisions
