HB 1991 Summary

• Renames the "Residential Building Contractors Committee" to the "Residential Contractors Committee" throughout Arkansas Code § 17-25-501 et seq.

• Adds "home improvement contractor" as a new defined category and licensing requirement, effective January 1, 2012, for work on existing single family residences costing $20,000 or more.

• Exempts contractors from submitting financial statements when project costs are less than $20,000, and exempts projects under $1,000 from licensing requirements unless work is artificially divided into separate contracts.

• Establishes written examination waivers until January 1, 2012, for applicants with five building permits in preceding three years, one permit in preceding twelve months, or acceptable construction experience.

• Prohibits unlicensed contractors found guilty of violations from bringing legal actions to enforce contracts or claiming quantum meruit compensation.
