Sets maximum daily storage fee of $35.00 for motor vehicles with unladen weight of 6,000 pounds or less that are stored as a result of nonconsent tows or removals.

Requires towing and storage companies to charge only one-half of their daily storage fee for any day the business office is closed and the vehicle owner cannot retrieve their vehicle.

Makes storage fee limitations applicable to possessory liens held by towing companies on vehicles and their contents.

Applies storage fee caps to administrative proceedings, court orders, and bond forfeiture cases involving towed vehicles.

Effective date of October 1, 2011 for all storage fees incurred under the new limitations.
