AR HB2002

Creates the Arkansas Great Places Program administered by the Department of Arkansas Heritage to provide planning and financial assistance for community development and economic development in designated areas across the state's four congressional districts.

Establishes eligibility for counties, municipalities, and nonprofit organizations to apply for program participation, with projects required to stimulate economic growth, enhance community development, foster creative economies, improve quality of life, or promote natural and cultural heritage.

Requires eligible organizations to pledge matching funds from non-governmental sources: 10% for communities under 5,000 residents, 20% for communities with 5,000-10,000 residents, and 30% for communities with 10,000+ residents.

Limits program selection to four eligible organizations total, with one selected from each congressional district and at least two located in communities of 10,000 or fewer residents.

Creates the Arkansas Great Places Program Fund as a revolving cash fund to receive matching funds from participating organizations and grants from federal, state, and private sources.
