Removes the 2009 calendar year requirement for professional development on state-supported student financial assistance, making it applicable to all personnel within their first year of employment.

Reduces the ongoing professional development requirement for student financial assistance from annually to once every three (3) years, maintaining the one-hour course duration.

Reduces professional development requirements for administrators regarding parental involvement from three (3) hours to two (2) hours every three (3) years, in addition to minimum required hours.

Changes Arkansas history in-service training requirement from annually to once every three (3) years, while maintaining the two (2) hour substantive and meaningful training for teachers who instruct in Arkansas history.
