Replaces the requirement for 75% consent from property owners and registered voters with a requirement to provide notice of a hearing by the Arkansas Department of Environmental Quality to those living within three miles of a proposed motor vehicle racing facility

Eliminates the petition process for obtaining consent to construct motor vehicle racing facilities in Arkansas

Removes the 60-day signature validity period and the duty of county or city clerks to verify petition sufficiency for racing facility construction

Requires persons or entities proposing to construct a motor vehicle racing facility after August 1, 1997, to seek approval and obtain an annual permit from the Arkansas Department of Environmental Quality by filing a permit application
