Requires law enforcement to impound motor vehicles when operators cannot present proof of liability insurance coverage meeting minimum requirements ($25,000 bodily injury/person, $50,000 for multiple persons, $25,000 property damage).

Authorizes officers to remove license plates and issue temporary 10-day stickers; vehicle registration is suspended 10 days after impoundment unless owner provides proof of insurance within that period.

Impounded vehicle owner is responsible for all towing and storage costs under existing motor vehicle towing and storage laws.

Requires courts to conduct release hearings within 48 hours (extendable 24 hours) where owner must prove insurance compliance to get vehicle released and registration reinstated.

Establishes $20 reinstatement fee deposited into State Central Services Fund; 80% of $25 fines for failure to show proof go to First Responder Safety Enhancement Fund and 20% to the court.
