HB2030 Summary

• Amends surveyor licensing definitions to clarify that "firm" excludes individual licensees operating under their own name and to add new definition of "surveying measurement certification"

• Changes surveyor intern licensure requirements effective January 1, 2017 to allow graduates or final-year students in approved programs to qualify and sit for written examination upon passing and providing proof of graduation

• Restructures disciplinary procedures by replacing automatic license revocation provisions with discretionary board actions including suspension, probation, fines up to $5,000, and reprimands for violations such as fraud, negligence, misconduct, or felony convictions

• Simplifies continuing education requirements by authorizing the board to establish rules accounting for accessibility, with discretion to exempt surveyors aged 60+ with 20+ years experience and to renew licenses despite failure to meet requirements if due to reasonable cause

• Adds new section 17-48-208 establishing disciplinary procedures based on Attorney General model rules, including 12-month deadline to hear charges and 50-day payment deadline for fines before they become judgments
