Prohibits government entities from providing basic local exchange voice, data, broadband, video, wireless, or telecommunication service, directly or indirectly.

Exempts municipalities that were already offering voice, data, broadband, video, wireless, or telecommunication service as of December 31, 2010 from the prohibition.

Allows governmental entities owning electric utility systems or television signal distribution systems to make telecommunications capacity and facilities available to the public, subject to governing authority approval.

Prevents government entities from using their telecommunications capacity or facilities to provide basic local exchange service.

Excludes from restrictions any telecommunications services or facilities used solely for 911, E911, emergency services, educational or medical purposes, or services provided by educational institutions to their students.
