Amends county library board procedures to impose a term limit requiring at least one (1) year to pass before a person who served two (2) or more consecutive terms can be reappointed, regardless of term length.

Establishes new Section 14-14-112 requiring county quorum courts to review audit reports and accompanying comments at the first regularly scheduled meeting if received at least ten (10) days prior, or within ten days thereafter if received later.

Requires the appropriate official to advise the quorum court on each finding and recommendation in the audit report, with the minutes documenting the review of findings and recommendations.

Modifies quorum court meeting procedures to allow changes to regular meeting date, place, or time upon twenty-four (24) hour notice from the county judge in the absence of a procedural ordinance.

Clarifies that county judge voucher approval for county fund disbursement must be signified by manual signature and allows designation of a representative bonded equal to the county judge's bond amount.
