Increases the timeline for ballot position drawing from 55-65 days to 67-72 days before elections to allow more preparation time

Modifies absentee ballot delivery deadline from 35 to 47 days before primary and general elections

Adjusts special election timing requirements to 60-70 days and increases municipal petition filing windows from 90 to 100 days before elections; becomes effective October 2, 2011
