State Highway Commission shall issue special written dirt hauling permits valid for twelve (12) consecutive months to owners primarily engaged in farming or commercial earthmoving operations.

Permit applications may be submitted in person, in writing, by telephone, or by electronic communication and must include applicant name, employer name, business address, proof of liability insurance, and a fee not to exceed $2,000.

Permits are limited to daylight operation only and prohibit hauling on interstate highways or fully controlled access facilities.

Vehicles operating under permits must be accompanied by escorts at the front and rear of convoys equipped with flashing amber lights, radio contact, and "wide load" signs; convoys must pull off highways at sufficient intervals to allow traffic to pass.

Permit fees shall be deposited into the State Highway and Transportation Department Fund, and vehicles operating without a permit are subject to penalties under existing law.
