Amends Arkansas Code Title 14, Chapter 14, Subchapter 12 to establish procedures for withholding professional association membership dues from full-time county employee salaries upon written request

Requires withholding requests to be submitted on a county-provided form and allows discontinuation only upon receipt of a written cancellation notice signed by the employee

Mandates counties transmit all withheld dues to the professional association representing the employee within five days of the end of the pay period

Becomes effective January 1, 2012
