Extends municipal powers previously limited to first-class cities to all municipalities, including second-class cities and incorporated towns

Allows all municipalities to regulate emergency medical services, ambulances, and ambulance companies with standards equal to or greater than state requirements

Declares that Dillon's Rule (restricting municipal powers to those explicitly granted by state) is inapplicable to municipal affairs

Permits all municipalities to regulate public utilities and carriers including electric, gas, water, telephone, taxicabs, and bus companies operating under municipal franchise

Maintains gambling as a state affair, allowing municipalities to authorize gambling only as permitted by state law
