Amends Arkansas Code § 14-40-503 to add an exception allowing municipalities to delay annexation ordinance votes within 51 days of a scheduled election on the annexation issue.

Prohibits enactment of an annexation ordinance within 51 days of a scheduled election to consider annexing all or part of the area in question.

Maintains requirement that a majority vote of the municipal governing body establishes a prima facie case for annexation, allowing the city to proceed with rendering services to the annexed area.

Preserves the right to challenge annexation decisions in chancery circuit court within 30 days after passage of the ordinance.
