Amends Arkansas Code § 7-5-416(a)(5) to allow absentee or early votes to be counted before the closing of polls on election day under specified conditions.

Permits election officials to count absentee or early votes using an electronic vote tabulating device before the closing of the polls on election day.

Allows election officials to upload reports from voting systems used in early voting before the closing of the polls on election day.

Requires any method of counting absentee or early votes other than electronic tabulation or report uploads to occur after the closing of the polls on election day.

Prohibits the results of absentee and early voting from being printed or released before the closing of the polls on election day.
