Reduces the filing and indexing fee for records filed with the Secretary of State from $16.00 to $12.00, effective July 1, 2015.

Establishes the County Voting System Grant Fund to provide grants to counties for purchasing voting machines, electronic vote tabulating devices, equipment, components, programming, and maintenance.

Directs the Secretary of State to remit $12.00 of each filing fee collected under the reduced fee structure to the Treasurer of State for deposit into the County Voting System Grant Fund.

Requires counties receiving grants to establish a "voting system grant fund" in their county treasury and appropriates grant moneys through the quorum court for designated voting system purposes.

Effective January 1, 2012.
