Limits direct wine shipments to 24 nine-liter cases annually per individual and prohibits shipment to anyone under 21 years old or for resale purposes.

Requires wine containers be labeled with "SIGNATURE OF PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" in at least 12-point font and permits require annual renewal with a $50 fee.

Mandates direct wine shippers annually report shipment volumes and pay all applicable state sales and excise taxes to the Department of Finance and Administration, with permission for state audits and consent to state jurisdiction.
