Creates the Supplemental Educational Services Transparency Act to increase transparency and accountability for providers serving students in schools not meeting adequate yearly progress under No Child Left Behind.

Requires supplemental educational service providers to submit annual reports in electronic format to school districts and the Department of Education including student achievement improvements by race and gender, attendance rates, funds received per student, and parent satisfaction survey results.

Mandates school districts post provider reports on their websites and requires the Department of Education to review provider reports before approving providers and include a parent-accessible link to approved provider information on its website and annual school performance reports.

Requires providers to submit annual progress reports to the House Committee on Education and Senate Committee on Education by January 15, 2012, and annually thereafter.

Directs the State Board of Education to promulgate rules implementing this section.
