Establishes a provider fee on psychiatric residential treatment facilities services under Arkansas Medicaid, with the Division of Medical Services responsible for setting rates that do not exceed federal maximums without reducing federal financial participation.

Requires providers to report the fee as an allowable cost for Medicaid reimbursement but does not guarantee that additional Medicaid payments will equal or exceed the fee amount paid.

Authorizes the Division of Medical Services to adopt rules under the Arkansas Administrative Procedure Act for imposing, collecting, and enforcing the provider fee, with no exceptions permitted.

Creates a special revenue fund called the "Psychiatric Residential Treatment Facilities Provider Fee Fund" to receive and hold all collected fees in an interest-bearing account for support of inpatient psychiatric residential treatment services.

Provides that the provider fee fund shall not supplant other local, state, or federal funds and is exempt from budgetary cuts or reductions due to general revenue deficiencies.
