Adds definition of "apprentice" as a qualified person enrolled in an apprenticeship program recognized by the Arkansas Fire Protection Licensing Board who may perform work under direct supervision of a licensed employee

Creates new license classification for "sprinkler fitter" - a qualified person authorized to oversee apprentices and conduct initial installation or servicing of fire protection sprinkler systems, with authority to perform corrections of inspection deficiencies

Reorganizes and renumbers definitions in Arkansas Code 20-22-602, including clarifying definitions for fire protection sprinkler systems, fixed fire protection systems, and other fire protection-related terms

Modifies Arkansas Code 20-22-607 to add examination and licensure requirements for sprinkler fitters and apprentices for fire protection sprinkler system installation, servicing, and placement in service

Amends penalty provisions in Arkansas Code 20-22-604(c) to clarify that the board may recover costs incurred in conducting hearings involving violations of statutes, rules, or board orders
