Amends Arkansas Code § 14-54-903(a)(4) to expand the definition of "unsafe and vacant structure" to include "an abandoned home or residential property for at least ninety (90) days"

Defines the expanded term as a structure on previously platted and subdivided property that is unfit for human habitation and declared unsafe and vacant by the city or town in violation of an applicable ordinance

Declares an emergency exists due to a significant increase in abandoned homes in Arkansas cities that create unsafe conditions and strain on municipalities

Cites availability of federal moneys to assist cities in combating abandoned home problems as justification for emergency declaration

Becomes effective upon Governor approval, expiration of veto period without action, or veto override by both houses
