HB 2145 Summary

• Adds new section 21-12-104 to Arkansas Code establishing employment relationship standards between state agencies and state employees

• Allows state agencies to discharge or terminate state employees (not under valid written contracts) for good cause shown or for any reason with a rational basis that complies with state and federal law

• Requires state agencies to provide written notice to employees before or at time of discharge containing the termination date/time and primary reason for termination

• Creates rebuttable presumption that discharge lacked good-faith basis if the agency fails to state a cause in the written notice

• Exempts institutions of higher education from these requirements
