County boards of election commissioners shall meet as often as necessary to perform duties set out in law, rather than only 30 days prior to general elections.

Meetings may be called by the chair or by written notification to the chair from two other board members.

County boards shall elect one chair and one secretary in January of each odd-numbered year, with the chair position rotating between majority and minority parties and the secretary and chair holding different political party affiliations.

A new election for chair and secretary must be held when a vacancy on the board is filled.

All meetings of two or more commissioners conducting official business remain public and subject to the Arkansas Freedom of Information Act.
