Replaces the Coroner's Advisory Task Force with a permanent Arkansas Coroners' Board consisting of 9 members, including 6 current county coroners, representatives from law enforcement and the State Crime Laboratory, and a citizen representative.

Establishes a 16-40 hour certification course curriculum for coroners covering medicolegal death investigation, scene investigation, body recovery, safety, statutes, documentation, and communication; requires 8 hours of continuing education annually to maintain certification.

Creates a 48-hour waiting period before cremation of deceased persons, with coroner authorization permits required before cremation, medical use, or removal from state; exceptions allowed for contagious disease, religious preferences, or advanced decomposition.

Authorizes the Arkansas Coroners' Board to establish a mass fatality mutual aid agreement allowing coroners to share fixed assets, mobile assets, and certified personnel in response to mass fatality incidents.

Creates the Coroners' Education, Training, and Certification Fund, funded by $10 fees collected on cremation permits, to support coroner training and education programs.
