Requires the Arkansas Lottery Commission to submit a comprehensive annual financial report to the Governor and Legislative Oversight Committee by posting on the commission's website instead of only submitting monthly and annual reports.

The comprehensive annual financial report must comply with Government Accounting Standards Board Standard 34 and follow the Certificate of Achievement for Excellence in Financial Reporting Program guidelines from the Government Finance Officers Association.

The comprehensive report must include commissioners' information, organizational chart, lottery game details, financial audit reports, revenue and expense statements since inception, departmental reports, unclaimed prizes data, scholarship information, retailer advisory board reports, gambling disorder resources, and key employee contact information.

Amends the annual operating budget requirements to include an estimate of net proceeds for scholarships, comparisons of actual/budgeted/estimated revenues and expenditures, explanations of budget changes, specific classification of all revenues and expenditures, salary schedules, and employment demographic breakdowns by position title.

The Arkansas Lottery Commission Legislative Oversight Committee must identify the statistical data required for compliance with the comprehensive annual financial report standards.
