Amends Arkansas Code § 4-90-401 to rename the "Arkansas New Motor Vehicle Quality Assurance Act" to the "Arkansas New and Used Motor Vehicle Quality Assurance Act"

Adds definitions for "seller" (person selling a used motor vehicle) and "used motor vehicle" (pre-owned motor vehicle) to Arkansas Code § 4-90-403

Allows consumers to void a used motor vehicle sale contract if the vehicle is found in nonconformity by a mechanic within 7 days and repair costs are less than 10% of the purchase price, provided defects were not caused by abusive operation or post-sale accidents

Requires consumers to notify the seller, return the vehicle, provide a mechanic's written statement, and submit repair estimates within 15 calendar days to void the contract

Entitles consumers to a full refund unless the consumer and seller agree in writing for the seller to make repairs within 30 days at the seller's own cost; applies only to vehicles purchased for personal or family use
