Amends Arkansas Code § 18-15-1303 to require circuit court review of proposed easement routes before condemnation proceedings begin if the property owner objects to the route.

Circuit court must determine whether the proposed easement route should be accepted or if an alternative route should be used for condemnation purposes.

Requires full consideration of all alternative access available to the company, including construction costs, safety, obstructions, and impact on agricultural and silvicultural productivity.

Changes language from "corporation shall have the right to" to "company may proceed" in condemnation proceedings for right-of-way acquisition.
