Abolishes the constitutional office of Lieutenant Governor effective December 31, 2018, and transfers all powers and duties to the President Pro Tempore of the Senate.

Abolishes the constitutional office of Commissioner of State Lands effective December 31, 2018, and directs the General Assembly to transfer all powers and duties by statute.

Amends Article 6 sections 3, 4, and 5 to remove Lieutenant Governor references and establish the President Pro Tempore of the Senate as the gubernatorial successor in cases of impeachment, removal, death, disability, or absence.

Removes Lieutenant Governor salary ($29,000) and Commissioner of State Lands salary ($37,500) from constitutional salary provisions in Amendment 70.

Updates Amendment 73 to remove Lieutenant Governor and Commissioner of State Lands from the list of Executive Department offices, and updates Amendment 80 to replace Lieutenant Governor with President Pro Tempore of the Senate in judicial appointment procedures.
