Establishes maximum of 132 regular employees for the Bureau of Legislative Research for fiscal year 2011-2012, including 1 Director at $151,303 annual salary and 3 Assistant Directors at $146,145 each.

Authorizes up to 31 part-time or temporary "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $16,631,092 from the State Central Services Fund for personal services, operating expenses, contingency, committee rooms, and capital improvements.

Appropriates $271,060 for Ad Interim Committee study expenses, $1,696,396 for member per diem and travel expenses, and $65,806 for Energy Council expenses.

Authorizes reappropriation of up to $2,000,000 from remaining balances of prior year appropriations and grants the Bureau Director authority to transfer funds between line items as needed; effective July 1, 2011 through June 30, 2012.
