AR SB100

Amends Arkansas Code to classify civilian employees of the State Military Department as public safety members in the Arkansas Public Employees' Retirement System if their positions are 100% federally funded.

Grants civilian State Military Department employees enhanced credited service at one and one-half (1½) times the regular rate for crediting service, applying to all service earned before and after the effective date.

Removes the July 1, 1997 employment commencement restriction from the definition of "public safety member" for civilians employed by the State Military Department under the new § 24-4-1004.

Requires the State Military Department employer to pay all additional costs to the Arkansas Public Employees' Retirement System as determined by actuarial calculation, beyond standard employer contribution requirements.

Establishes a five (5) year minimum actual service requirement for State Military Department civilian employees to meet retirement eligibility under the public safety member provisions.
