• Establishes maximum of 54 regular employees for the Arkansas Commission on Law Enforcement Standards and Training for fiscal year 2011-2012, including 1 CLEST Director at $82,266 and various support staff positions.

• Appropriates $3,286,627 from the Miscellaneous Agencies Fund Account for personal services ($1,867,008 in regular salaries, $624,769 in matching), operating expenses ($778,710), conferences and travel ($5,000), professional fees ($7,140), and capital outlay ($4,000).

• Appropriates $500,000 from cash funds for special training operating expenses ($468,675) and capital outlay ($31,325).

• Allows unexpended capital outlay balances from June 30, 2012 to carry forward to fiscal year 2013, subject to written justification to the Department of Finance and Administration and reporting requirements to the Legislative Council.

• Takes effect July 1, 2011 as an emergency measure necessary for operation of the agency.
